Born Henry Phipps, he was elevated to the peerage in 1784, assuming the title Earl of Mulgrave. Mulgrave's military career began in 1772 when he joined the British Army and saw action in the American Revolutionary War. He later served in the Dutch War and the French Revolutionary Wars, gaining a reputation as a capable and resourceful commander. Mulgrave's political career began in earnest in 1784 when he was appointed Master-General of the Ordnance, a position he held for over 20 years. He was known for his modernization of the British military, introducing new weapons and improving fortifications. Mulgrave also served as a Member of Parliament and held various other government positions, including Home Secretary and Lord Privy Seal. Despite his many accomplishments, Mulgrave's tenure as Master-General of the Ordnance was not without controversy. He was criticized for his handling of the Siege of Gibraltar during the Peninsular War, and his decision to abandon the fortress led to a loss of public confidence. Nevertheless, Mulgrave remained a respected figure in British politics and military circles.
